Debra Fleming has 20 years experience in the community development/affordable housing industry. Debra is currently Chairman of the Board of Directors for AHSF, Inc. and President of AHSF, Inc.
She has been Owner/Founder of THE ARAVOT COMPANY, LLC since 2000. ARAVOT is a Florida Certified Woman Based Enterprise. Between 1997 to 2000, Debra held the office of VP of Development with AHSF, Inc. From 1995-1997 she was Development Director for Centro Campesino Farmworker Center, Inc.
Over her career, Debra has procured over $200 million to fund over 5,000 affordable housing units in Florida, South Carolina, Texas, and Montana. Her overall application success rate is 85%*. Funding applications range from Federal US HUD Supernofa Requests, Florida State Housing Finance Corporation (FHFC) programs, Federal Home Loan Bank, and a variety of private foundations.

Pedro E. Vermales

Secretary & Treasurer
Pedro E. Vermales, CPM®, joined AHSF, Inc. Board of Directors as a Director in 2014. In 2016, he became Secretary & Treasurer as well as a member of the Finance Committee for AHSF, Inc.
He currently holds the office of Chief Operating Officer of Horizon Housing Management, LLC. Horizon was created in 2004 to manage apartment communities for National Development Foundation, Inc., a 501(c)3 not for profit corporation he co-founded in 1998 to develop and provide affordable housing.
From 1994 to 2004 he was President and Principal of Reliance Management Services, Inc. Reliance managed over 15,000 apartment units in 14 states. During his career, Mr. Vermales has served as Regional Manager, Vice President, Senior Vice President, and Division President, respectively, of Johnstown American Companies, Republic Realty Services, and Pinnacle.
With over 30 years of experience, Mr. Vermales has successfully managed mixed use communities, office buildings and shopping centers. He has also specialized in new construction development, renovations of large apartment communities, condominium conversions, and acted as a court-appointed receiver.
Mr. Vermales studied at California Coast University, earning a Master’s Degree in Business Administration, the professional designation of Certified Property Manager from the Institute of Real Estate Management, and a Florida Real Estate Broker’s License, a Certified Credit Compliance Professional designation from Spectrum Seminars, Inc. and a National Compliance Professional designation from Housing Credit College.

Founder Barry Haiman
Barry Haiman, Founder of Affordable Housing Solutions for Florida, Inc., began his career in housing development for low income residents in his native Mobile, Alabama. He graduated from Vanderbilt. He has served in many civic, cultural, and charitable organizations in Alabama and Miami. He was named 'Boss of the Year' by the American Business Women's Association, and twice received the March of Dimes award for outstanding community service. Mr. Haiman founded AHSF, Inc. in 1992.
Joy A. Allen

Ms. Allen brings over 21 years of experience in the industry of real estate development & construction in multifamily, high rise, commercial, mixed use, retail industries and consulting practices such as finance and similar practice groups through her retainer based talent acquisition firm, ALLEN GROUP ADVISORS.
Joy has been Founder & CEO of ALLEN GROUP ADVISORS, since 1999, a full service, national talent acquisition firm. She has managed all activity including business development, client negotiations and managers overseeing recruitment and staff. AGA has been retained by many nationwide development companies, both for profit and not for profit, cultivating long standing professional relationships. AGA was awarded The Standard of Excellence for the state of Texas in 2013 in the Human Resources Division, by USTC.
Joy is also Co-General Managing Partner of Allen Group Mergers & Acquisitions, LLP., a group representing the facilitation of acquisition & disposition of hotels, casinos, multifamily and luxury properties. She has extensive knowledge not only of for profit development but also of not for profit development processes in numerous states for affordable housing, neighborhood revitalization, charter schools and historic properties with LIHTC (4% and 9%), Historic Tax Credits & other programs as a retained consultant. She has worked with with for profit development companies nationally since 1995.
Ms. Allen held her real estate license in Indianapolis/Carmel, Indiana. Previous to forming AGA, she was VP & Sr. Partner of Joseph Chris Partners, a national talent acquisition firm, based in Texas. Ms. Allen studied for her undergraduate degree at Indiana University in Business & Marketing.

Board of Directors 2016-Present
Virginia joined the Board of Directors of AHSF, Inc. in 2016. She has been an Employment Services Supervisor with Cardinal Center in Warsaw, Indiana overseeing 6 other Job Coaches and was responsible for solicitation of community placement for the clients who had the skills to work in the community settings.
Prior to becoming a Supervisor, she was a Senior Group Home Manager, a Vocational Evaluator of clients for Indiana Vocational Rehabilitation. Prior to her career with Cardinal Center, Virginia worked in Accounts Receivable for Pathfinders, Inc. Virginia has served on the boards for Huntington, Indiana Area lll County Council on Aging and is currently the Registered Agent, Secretary & Treasurer for her Homeowners Association in Pasco County, Florida, where she currently resides.
Virginia studied general courses at Bowling Green State University, Bowling Green, Ohio. She earned Community Education Credits with LaSalle Accounting and training through Cornell Business Courses.
